Each election the Northwest PAC Election Subcommittee produces an Eligible Community Organization List, Election Bulletin, Candidate Application, Candidate Statements, Absentee Ballot and Official Ballot. Once available may be downloaded from the official Northwest PAC election website.  Or may be picked up from the PAC office or EDA office.

Who is eligible to run for office?


Membership on the Northwest Redevelopment Project Area Committee (NWPAC) is based on four qualifying categories and residence within the Northwest Redevelopment Project Area and the 6th ward as it existed in 1984.

Each election two members of each category are eligible to serve, the exception is the At-large category in which 3 members are elected in years when the 6th ward council seat is not up for re-election.  Each category is explained in detail below:

RESIDENTIAL OWNER OCCUPANT:

A citizen who owns a home within the qualifying area and also resides there.


RESIDENT TENANT:

A citizen who rents or leases property within the qualifying area.

BUSINESS PERSON/PROPERTY OWNERS:

An owner of a property or business within the qualifying area.

COMMUNITY BASED ORGANIZATION:

Any organization who first: calls its home within the qualifying area and/or provides services to the qualifying area. And second: the Community Organization is recognized by the NWPAC Election Committee prior to an election and is placed on the Eligible Community Organization list; may allow one of there members to run for a seat on the NWPAC.

AT LARGE MEMBER:

An individual who meets any of the other four categories qualifications can choose to run at-large instead of within the other categories.  The candidate must decide this at the time they submit their application and it cannot be changed once the application is submitted.
 

How do I qualify to run for office?


Qualification is based on submitting the required materials at the time the candidate submits the Candidate Application. Verification of documents is the responsibility of the City of San Bernardino Economic Development Agency (SBEDA) and candidates will only appear on the ballot once they have been proven eligible by the SBEDA.

 

Below are the required materials in order to qualify for the 5 eligible categories.

 

RESIDENTIAL OWNER OCCUPANT:

Proof of ownership in the form of a current deed to the property, trust deed and personal identification indicating that the individual as of the date of the submittal of such documentation is in fact the designated residential owner of such real property and/or voter registration verification.

RESIDENT TENANT:

Proof of such residency in the form of a rental agreement, rent receipt, utility bill, California Identification Card, California Driver’s License and/or voter registration verification.

BUSINESS PERSON/PROPERTY OWNERS:

To prove that one is a business owner within the Eligible NWPAC Area, proof of such ownership and legal operation of a business entity in the form of a City Business Registration receipt (Business License), tax documents and/or other personal identification.

COMMUNITY BASED ORGANIZATION:

A representative from a qualified community-based organization is eligible to run if they present a letter delivered on organization stationary indicating as much and signed by the organization president or secretary. A list of eligible Community Based Organizations is available from the NWPAC offices or on the NWPAC Election website.

AT LARGE MEMBER:

An individual who meets any of the other four categories qualifications can choose to run at-large instead. Must show proof of one of the other four categories qualifications.

 

How do I vote?


Eligible voters are those who could also run for office.  Eligible voters must provide proof of their eligibility at the polling place at the time of the election or when obtaining an Absentee Ballot. Eligible Community Organizations who have a candidate on the ballot, must allow that candidate to cast the vote for the Eligible Community Organization, each organization is allowed one vote for the whole group.  Organizations without a candidate may designate a voter by having that voter provide a letter from the President/Chair of the organization on organization letterhead at the time of voting or when obtaining an Absentee ballot.

 

Voting takes place at the Community Hospital Medical Office Building - Solarium Room, located at 1800 Western Avenue, Suite 400 from TBA.* on the date decided by the Northwest PAC Election subcommittee

All ballots, including absentee ballots, must be in the hands of the EDA at the voting location site by TBA. on election day in order to be counted.

 

How do I obtain an absentee ballot?


Once candidates have been certified by the San Bernardino Economic Development Agency, an Absentee ballot can be obtained from the NWPAC office and from the official Northwest PAC Election website.

 

At the time the Absentee ballot is received either in person at the NWPAC offices or by mail the voter must provide proof of eligibility to vote.  Copies will be made if provided in person, if mailed it is the responsibility of the voter to provide copies of the eligible documents with the Absentee ballot by mail.  The absentee ballot may also be delivered at the time of the election.  No ballots received after 7:00 p.m. on election day.

 

Who is running and will there be a debate?


All Candidate Applications are due in the NWPAC office by a closing time and date set by the Northwest PAC Election Subcommittee.  Once candidates have been certified by the EDA their names will appear on the official election website, which will also be the the date Absentee Ballots are made available on the website and from the PAC and EDA offices.

 

The week of the election (usually a Thursday) a candidate's forum is held (typically the Monday of the week of the election).  The Candidate's forum takes place at either the Community Hospital Medical Office Building - Solarium Room, located at 1800 Western Avenue, Suite #309 in San Bernardino, CA or at the EDA office Conference Room located at 201 North "E" Street, Suite 301, San Bernardino, CA.  Time is designated by the election subcommittee and posted on the official election site and in the election bulletin.
